Digital transformation has presented a paradox in the enforcement of human rights. On the one hand, digital technology provides new means to fight for and access human rights, but on the other hand, it also creates new challenges in the form of privacy violations, digital repression, and access gaps. This study explores the development of human rights law in the digital age through a comparative analysis of global trends and local implementation in Indonesia. Using a descriptive legal research method with a library research approach, this study analyses the development of international human rights instruments, regional policy responses, and concrete steps taken by Indonesia to protect the digital rights of its citizens. The findings show that despite significant progress in developing a legal framework for data protection, such as Law No. 27 of 2022 on Personal Data Protection, there is still a wide implementation gap that requires a holistic strategy combining regulation, technology, and public education. This study recommends strengthening inter-agency coordination, increasing human resource capacity, and developing more effective oversight mechanisms to ensure optimal human rights protection in the digital age.
